Abstract: Evaluates proposals by the JUSTICE Working Group for a Housing Dispute Service (HDS), and assesses whether they are based on an inaccurate characterisation of such disputes. Reviews its approach to the causes of the current problems, key features of the HDS procedure, and its application of the relationship breakdown model. Considers whether its proposed model for investigations is unattractive, and is an accommodation with a broken system.
